Operating Procedures of The Idaho Falls Figure Skating Club

PURPOSE

To outline the basic day to day operations of the Idaho Falls Figure Skating Club and protect the rights and privileges of its membership.

 

ARTICLE I

BOARD OF DIRECTORS

Section 1. Elections and duties. The Officers and Board of Directors shall be elected and their duties outlined in the Constitution and Bylaws of the IFFSC, in accordance with USFSA Bylaws.

Section 2. Meeting procedures. The Board of Directors shall conduct their meetings in accordance with Robert's rules of Order.

STANDING AND/OR SPECIAL BOARD COMMITTEES

Section 1. Standing committees.

Tenure of the Test Chair, Sanctions Chair, and Membership Chair shall coincide with that of the Officers and Board of Directors. The Test Chair, Sanctions Chair, and Membership Chair will be a non-voting Board position.

Section 2. Special committees. The IFFSC Board of Directors will, when necessary, establish and/or abolish committees for special purpose(s). The Board shall appoint an IFFSC Board Member, member in good standing, or non-member to Chair these committees. The Board shall designate a budget and set the responsibilities, limitations, and scope of influence for each committee. It shall be the responsibility of the appointed Committee Chair to:

ARTICLE III

MEMBERSHIP

Section 1. Membership. Membership to the IFFSC shall be granted under Article VI of the Constitution and Bylaws of the IFFSC.

Failure to comply with the above may result in fines, loss of privileges, loss of member-in-good-standing status, or suspension and/or termination of Club membership. The Board of Directors will determine such penalties by majority vote in accordance with the Constitution and Bylaws of the IFFSC.

Section 3. Members attendance of board meetings. Any member of the IFFSC may attend regular Board of Directors meetings. Any IFFSC member may submit in writing any concerns and/or ideas to the Board of Directors for Board consideration, and members may request to speak at the monthly meetings when the President opens the meeting to the floor. Members attending Board meetings are required to comply with all rules of conduct for Board meetings.

During any Board meeting, two or more Board members may request that the meeting become closed. Special or Emergency Board meetings will be closed to the general membership unless otherwise specified.

ARTICLE IV

MEMBERSHIP COMPETITION/TESTING

Section 1. Competition. It shall be the right of any member in good standing to attend and participate in qualifying and non-qualifying competitions upon receiving signature from a designated competition signature person(s) as annually designated by the IFFSC Board of Directors. It shall not be responsibility of the IFFSC to assume any fees and dues associated in connection with qualifying or non-qualifying competitions.

Section 2. Testing.It shall be the right of any member in good standing to attend and participate in test sessions upon receiving signature from a designated competition signature person(s) as annually designated by the IFFSC Board of Directors. It shall not be responsibility of the IFFSC to assume any fees and dues associated in connection with test sessions.

Section 3. Designated Form Signature Person(s). The IFFSC Board of Directors shall grant competition and testing signature authority only to specified Board members. It shall be the responsibility of any such designated Board member(s) to:

The tenure of any designated form signature person shall coincide with that of the Officers and Board of Directors.

Section 4. Permission Form Procedures. All test and competition permission forms will be assigned an expiration date by the designated form signature person. All permission forms will expire approximately one week after the date of the event for which the form was signed.

ARTICLE V

CLUB MEMBERS SESSIONS

Section 1. Low/High Test Freestyle Sessions. It shall be the duty of the Board of Directors to:

Fees for club-sponsored freestyle ice time will be determined by the Board of Directors.

Section 2. Selection criteria for Low/High test placement. All skating members will be assigned a Low or High test status, and the Board of Directors shall determine the criteria for placing skaters in either the Low or High test category. The criteria will include but not be limited to:

The Board of Directors reserves the right to change a skater's placement at any time during the skating season.

Section 3. Skater access to unassigned sessions. No skater assigned to one freestyle level may attend the lower or higher freestyle session without advance permission from the Board of Directors. All requests for access to a different freestyle session must be made in writing to the Board of Directors, accompanied by the written recommendation of a senior private instructor. The Board of Directors shall grant such access on a case to case basis, and may adjust ice fees accordingly.

Section 4. Non-member admission to Club Sessions. Non-members may attend Club ice as guests of IFFSC members a maximum of three times during the skating season and only with the permission of the Club Monitor. Guests may be denied access to the ice at the discretion of the Club Monitor, and guest fees will be set at a higher cost than member fees, as determined by the Board of Directors. It will be the responsibility of the member host to inform his/her guest of all Club or rink skating rules. Inappropriate guest behavior will result in the guest's and the host's removal from the session. Skaters removed from a session forfeit all fees paid for that session.

Section 5. Club Monitor. A Club Monitor will be present at all Club-sponsored ice sessions. Club Monitors must be over the age of twenty-five, and shall be responsible for:

Club Monitors reserve the right to deny non-members or guests of members access to any Club Ice session. Club Monitors, along with coaches, may remove skaters displaying inappropriate behavior from any club-sponsored session. Skaters removed from a session forfeit all fees paid for that session.

ARTICLE VI

SPONSORS

Section 1. Sponsorship. IFFSC members may seek skating sponsorship of any type on an individual basis. It will be the responsibility of the member seeking sponsorship to comply with all limitations of sponsorship specified by USFSA Bylaws.

Sponsors of individual skaters may not claim their contributions as charitable donations to either the USFSA or the IFFSC. Contributions to individuals are not tax-exemptions, and sponsorship of an individual will not absolve the sponsor of any tax-liability.

It shall be at the Board of Director's discretion to provide any type of information regarding a skating member to a potential sponsor, or endorse a skater for individual sponsorship. The Board of Directors may, from time to time, choose to seek and/or apply for scholarships or financial assistance from USFSA programs or programs approved by USFSA Bylaws, but is under no obligation to do so.

ARTICLE VII

DUES AND FEES

Section 1. Dues and fees. Dues will be set by the IFFSC Board of Directors annually, with respect to the following guidelines:

Section 2. Fees. The fees for Club Ice sessions, seminars, clinics, and all other club-sponsored events shall be set by the Board of Directors or its official delegates.

ARTICLE VIII

ACCOUNTING PROCEDURES

Section 1. Petty Cash Fund. A Petty Cash Fund of at least fifty dollars will be established for miscellaneous expenditures assumed by the Officers of the Board.

Section 2. Reimbursements. Board Members and Members of the Club must submit receipts for any approved expenses incurred on behalf of the Club. Reimbursements are not to be subtracted from fees or payments owed to the Club, as the current IFFSC accounting software requires separate entries for tracking these as assets and debits.

ARTICLE IX

EVENTS

Section 1. Club sponsorship of events. The Board of Directors, whenever possible, will schedule, organize, and produce both skating and non-skating events for its members, including such activities as shows, recitals, seminars, and parties. The guidelines, costs, requirements, and other specifics for any given event will be determined by the Board of Directors and/or designated Committees.
