Planning & Zoning The regular meeting of the New Plymouth Planning & Zoning Commission was held at the New Plymouth City Hall on Monday, August 25, 2008 at 7:08 p.m. Commissioners Tegethoff, Williamson, Byers, Scheihing and Balcer were present. Commissioners Presnell and Nay were absent. Guests included Scott Moscrip, Brian Olson, Lisa Olson, Robin Hollis and Angela P'Pool. The agenda was presented to the Commission. Commissioner Byers made the motion to approve the agenda with the removal of item "c" under "New Business." Commissioner Williamson seconded the motion, which met with full approval. Commissioner Byers made the motion to approve the July 28, 2008 public hearing and regular meeting minutes. Commissioner Balcer seconded the motion, which met with full approval. Old Business: None. New Business: a. Scott Moscrip - Zone Change Application: Commissioner Byers stated that the zone request is in accordance with the Comprehensive Plan. Commissioner Byers made the motion to recommend approval from Residential B to Commercial D to the City Council. Commissioner Balcer seconded the motion, which met with full approval. b. Brian and Lisa Olson - Variance & Conditional Use Permit (Impact Area): Brian Olson (4045 Hwy. 30 S.) explained that he would like to build a 30' x 40' garage in order to work on vehicles, his lawndragster and restore a car. Mr. Olson stated that he is trying to retire and would still like to work from his home. Mr. Olson stated that there would be no vehicles outside of the garage. There was discussion regarding access, zoning and noise. Commissioner Byers made the motion to make a favorable recommendation to the Payette County Planning and Zoning Commission with the following conditions to be considered: hours of operation from 8 a.m. to 5 p.m., no employees, three vehicles allowed. Commissioner Scheihing seconded the motion, which met with full approval. Commissioner Byers made the motion to adjourn the meeting at 7:38 p.m. Commissioner Balcer seconded the motion, which met with full approval.
