Minutes

 

The regular meeting of the New Plymouth City Council was held at the New Plymouth City Hall on Monday, September 15, 2008 at 7:10 p.m. Mayor Cook, Councilmen Cline, York, Esplin and Councilwoman Mayer were present.

 

Guests included Myra Attebery, Gayle Hagler, Anne Moscrip, Karen LaCrone, Shelly Wilson, Shirley Johnson, Sandy Bosworth, Shellie Neill, Bonnie Reid and Angela P’Pool. 

 

The agenda was presented to the Council. Councilman Esplin made the motion to approve the agenda. Councilman York seconded the motion, which met with full approval.

 

The consent agenda was presented to the Council. The consent agenda included the Public Works Report, Library Report, Police Report, September 2nd Public Hearings and Regular Meeting Minutes, Shut Off List as of September 15th, and the Approval of Bills totaling $3,014,866.60. Councilman Esplin made the motion to approve the consent agenda as presented. Councilwoman Mayer seconded the motion, which met with full approval.

 

Old Business:

 

a.       LaCrone Request: Angela P’Pool presented the mayor and council with a letter from the city attorney. Mayor Cook asked Karen LaCrone to speak on behalf of her request. Karen LaCrone asked that council approve an unconditional rebuild letter so that she may sell her parent’s home. There was discussion regarding the city attorney’s letter. Councilman York stated that he would like to address the zoning in the future and consider a commercial zone with mixed use. Councilwoman Mayer stated that she doesn’t want to prevent LaCrone’s from selling the house. Councilman Esplin expressed that granting one unconditional rebuild letter will lead to granting more in the future. Councilman Esplin suggested looking at other cities to see how residential in industrial areas is handled. Councilman Esplin made the motion to grant an unconditional rebuild letter to Karen LaCrone for property at 216 West Idaho. Councilwoman Mayer seconded the motion. Mayer – aye, York – aye, Esplin – aye, Cline – nay. Councilman York made the motion to amend the previous motion to include addressing the industrial zone to include multiple uses. Councilman Esplin seconded the motion. Mayer – aye, York – aye, Esplin – aye, Cline – nay.  

 

New Business:

 

  1. Moscrip Request for Zone Change: Councilman York made the motion to grant a zone change from Residential B to Commercial D for property at 310 S.E. Avenue. Councilman Esplin seconded the motion, which met with full approval.

 

  1. School District Request: Councilman York made the motion to grant the school district permission to place parking stipulations on areas surrounding the high school and school district office. Councilman Esplin seconded the motion, which met with full approval.  Angela P’Pool explained that the city nor the school is able to enforce the parking stipulations in front of the district office, the south side of the high school and South Plymouth Avenue because they are public areas. Councilman York made the motion to rescind the previous motion. Councilman Esplin seconded the motion, which met with full approval. Councilman Esplin made the motion to send a letter to the school district explaining what can and can’t be done. Councilman York seconded the motion, which met with full approval.

 

  1. Crown Storage LLC – Request for Business License: Councilman Esplin made the motion to grant a business license to Crown Storage. Councilman York seconded the motion, which met with full approval.

 

  1. Library Appointments: Councilman York made the motion to approve library appointments of Colleen Cook, Cathy Myers and Amy Gibbons. Councilman Esplin seconded the motion, which met with full approval.

 

Ordinances & Resolutions:

    

None.

 

Open Forum:

 

Angela P’Pool explained that building permits will be required from the county for the water and sewer projects. Ms. P’Pool asked that the mayor write a letter to the

county asking to waive the permit fees. Councilman Esplin made the motion for the mayor to write a letter requesting that building permit fees be waived. Councilman York seconded the motion, which met with full approval. 

 

Mayor and Council Comments:

 

Councilwoman Mayer stated that the governor would be in town on September 30th.

 

Mayor Cook expressed his gratitude for the patience in dealing with the LaCrone issue.

 

Councilman Esplin made the motion to adjourn the meeting at 7:40 p.m. Councilman York seconded the motion, which met with full approval.
